Message dated April 16 was read stating the House passed and                                                                    
returned for consideration SENATE BILL NO. 145 "An Act relating                                                                 
to the Teachers' Retirement System, the Judicial Retirement System,                                                             
and the Public Employees' Retirement System for qualified military                                                              
service; relating to the definition of 'veteran' for purposes of housing,                                                       
eligibility for veterans' loans, and preferences in state employment                                                            
hiring; and providing for an effective date" with the following                                                                 
amendment:                                                                                                                      
                                                                                                                                
          SENATE BILL NO. 145 am H "An Act relating to                                                                          
          the Teachers' Retirement System, the Judicial                                                                         
          Retirement System, and the Public Employees'                                                                          
          Retirement System for qualified military service;                                                                     
          relating to the definition of 'veteran' for purposes of                                                               
          housing, eligibility for veterans' loans, and                                                                         
          preferences in state employment hiring; providing for                                                                 
          home and community-based waiver services under                                                                        
          Medicaid for children of military service members;                                                                    
          and providing for an effective date."

Senator Coghill moved that the Senate concur in the House

to the definition of 'veteran' for purposes of housing, eligibility for

children of military service members; and providing for an effective

Senator Coghill moved and asked unanimous consent that the vote on                                                              
concurrence be considered the vote on the effective date clause.
